Editor's Column

*Russia's Foreign Ministry and Modernization

A. Oganesyan

It would be naïve to believe that the Foreign Ministry should act a mentor helping the Russian business tidy itself European-style or as a promoter of minute corporate interests... It is not the Foreign Ministry's mission to oversee modernization in Russia. Diplomacy should be the coordinator, the mediator, the patron - and occasionally the initiator of particularly important projects and deals.
