The role of the public, NGOs and the nongovernmental factor, which has a direct influence on
politics, has grown significantly. Foreign policy is increasingly losing its status as an elitist occu-
pation of people sitting in offices behind closed curtains, in frozen postures, and writing, if not
with a goose feather, and typing on a keyboard something that is understandable only to them-
selves and their bosses. They need to liven up, to be more resourceful.
